Job Title: Finance and Administration Director

Reports To: Chief of Party

Location: Kinshasa, Democratic Republic of the Congo (DRC)

General summary/purpose: 

The Johns Hopkins Center for Communication Programs (CCP) aims to empower people to adopt healthy behaviors for themselves, their families and their communities. CCP will implement a USAID-funded project that will use global best practices to distribute insecticide-treated nets (ITNs) in DRC. 

CCP seeks candidates for the position of a Finance and Administration Director (FAD) for an anticipated 5-year, ITN distribution project in the Democratic Republic of the Congo (DRC), projected to be awarded on or by March 31, 2020. In collaboration with USAID/DRC and the President’s Malaria Initiative (PMI), the project aims to assist the DRC National Malaria Control Program (NMCP) to distribute ITNs via mass campaigns and through schools in target provinces. The Finance and Administration Director will oversee the financial, administrative and operational functions of the project including: finance, human resources, logistics, security, procurements (excluding sub awards which are monitored through CCP HQ), and local compliance with USAID regulations. The Finance and Administration Director also oversees the timely issuance of local contracts issued under the award  and procurement of commercial goods and commercial services. S/he also oversees local cost share within the project. 

**This position is contingent upon project award and funding**

The successful FAD candidate will work closely with the Chief of Party (COP) and technical staff in DRC, as well as other CCP projects in the DRC, and headquarters staff. S/he carries out their duties to CCP HQ under the direction of the CCP’s HQ Finance Director, adhering to the policies and procedures set out for all CCP field offices.

Specific duties & responsibilities:

Overseeing all in country financial functions:

  • Oversee all in country financial transactions
  • Supervise finance team members including training and performance management
  • Set up new financial systems in accordance with CCP and donor policies
  • Facilitate and respond to audits
  • Develop and oversee fraud mitigation strategies, along with COP
  • Introduce and institute improvements and efficiencies to administrative processes with the Finance Manager
  • Ensure financial compliance with all USAID regulations, including reporting
  • Work with partners to ensure all finance tools are used correctly during activities 
  • Facilitate finance trainings as needed to staff members and partners to update all parties on updated financial guidance and tools

Overseeing all administrative functions:

  • Develop and enforce financial and administrative field manual and guidelines, along with COP
  • Ensure a safe work environment for all employees, visiting partners, and other collaborators 
  • Introduce and institute improvements and efficiencies to administrative processes with other administrative staff
  • Supervise Administration Team members
  • Serve as liaison between the DRC office and CCP HQ on administration related issues, along with COP

Overseeing and supervise all Human Resource (HR) functions:

  • With Administrative Team, survey current HR practices and identify and implement improvements 
  • Supervise HR team members
  • Service as liaison between the DRC office and CCP HQ on HR related issues, along with COP

Overseeing and supervise security functions

  • With Administration Team,  survey current security practices and identify and implement improvements and efficiencies
  • Supervise Security team members
  • Service as liaison between the DRC office and CCP HQ on Security related issues, along with COP

Minimum qualifications (mandatory):

    • Master’s degree in finance, business, or a related field;
    • Five (5) years of progressively more responsible work experience in managing grants with international health NGOs, including experience managing USAID contracts with USAID and/or PVOs, preferably in DRC.
    • Experience leading administration (reporting, financial management, and compliance) of large (defined here as having a life-of-project budget of $20M or more) health and development contracts or agreements that serve clients in developing countries;
    • Experience setting up new financial and administrative systems for large donor funded projects
    • Has experience working in partnership with U.S. Government agencies or other large donor agencies;
    • Has achieved certifications/completed trainings in financial and award management of USG grants and agreements and contracts; and

 

  • Must be fluent in written and spoken English and French.
