Summary:
The U.S. Mission in Kinshasa is seeking eligible and qualified applicants for the position of Shipment Assistant in the General Services / Shipping Section.

The work schedule for this position is Full Time (40 hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties
Under direct supervision of the Shipping Supervisor (or in his/her absence the General Services Office Assistant) facilitates the customs clearance, packing, shipment, and delivery of property for the U.S. Embassy in Kinshasa and its U.S. Direct Hire Employees (USDH).

Major Duties and Responsibilities

Competes tenders and assigns Transportation Service Providers (TSP) for transportation and associated services. Creates Post Government Bill of Ladings (GBL) for all incoming and outgoing shipments. Monitor’s quality and ensures that specified standard are achieved.

Prepares, receives, and reviews all customs and shipping related exemption documents as well as follows up with MFA on the status of all submitted documents and exemption requests.

Performs Customs Clearance procedures and formalities for inbound/outbound household effects (HHE), unaccompanied air baggage.

Qualifications and Evaluations
Requirements:
EXPERIENCE: Administrative/Government 3 years. Including two years of logistics (land, sea, and air freight) experience is required.

Education Requirements:
Completion of secondary school in general studies and two years of tertiary education. Preference for education in trucking, aviation, and/or maritime logistics.

English: Good Working Skills (Reading/ Writing/Speaking) is required.

French: Fluent (Reading/writing/Speaking) is required.

Lingala or Swahili: Limited (Reading/writing/Speaking) is required.

SKILLS AND ABILITIES: Excel. Operate vehicles and heavy equipment as needed. Lashing containers.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Embassy in Kinshasa may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
